    The new certification methodology for attesting the EAC compliance for Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan is based on the new Eurasec TR / CU technical regulations. The conformity and the relational attestation can be issued in the form of Declaration or  Certification  (the differences will be explained later) to these technical standards and allowing the import, sale and, of course, free circulation of the products within the common customs space of the economic community  (Eurasec).

    The new operating procedures for iussing documents compiliance, require the presence of an "Applicant".

    What is an "Applicant"?

    Applicant (in russian Заявитель) is a new legal figure for the Eurasec system of certification but known very well in many countries that adopt the certification system so-called "system certification for third parties" (including Europe itself").

    The figure of the Applicant from a legislative point of view is identified as: "legal entity (i.e. company or individual enterprise) that has a permanent organization in one of the countries participating in the EURASEC community".

    This figure in the context of the new certification system based on the regulations CU-TR (English acronym of Технические Регламенты Таможенного Союза - Custom Union Technical Regulation) is extremely important and also very, very delicate. In fact, the certification will be co-registered (Manufacturer + Applicant)  and will be the Applicant , in case of disputes,  responsible for malfunctions or damage caused by the products (at least in the first instance) towards ministerial and state bodies.

    The certification of technical compliance with the EURASEC regulations is issued  in the form of EAC declaration or in the form of EAC certification and may have validity, as in the case of old Gost certifications, contractual, annual, triennial or five-year (except for some technical regulations which provide for other maximum durations).

    EAC, acronym of "Economic Community of the Eurasian States", It's therefore the new Eurasian interstate certification system and replaces the old national certification systems such as GOST-R, GOST-K and GOST-B.

    Introduced to protect public health as well as to certify the safety and quality of imported products, providing for procedures, specific tests and the use of certificates and trademarks for free circulation within the Eurasec (EAC Mark).

    In conclusion, the most parts of the products destined for the Eurasian market need these documents in order to attest the correspondence between the production and design methodology and the  CU-TR Custom Union Technical Regulation.

    For each category of goods there are specific rules and test in order to confirm the quality and/or safety detailed for respect the EAC Technical Regulations.

    Once the certifications have been obtained, the products can be marked EAC, thus demonstrating their conformity with the requiredEURASECstandards and also in the most CIS countries.

    Following the entry into force of the  Eurasec technical regulations, many goods that previosuly had been certificate in according with the Gost-R have been certificate in according to the new EAC rule sinceMarch 2015.

    The new document must be presented together with the import declaration ( IM4), stamped and signed by the Applicant and it cab be considered one of the most important documents for importing goods into the Eurasec customs union.

    The process for obtaining conformity of the product (s)  differs, with considerable deviations, in relation to the type of products, intended use and  technical regulation of reference.

    The declaration or certification can be requested for a single lot  or for a homogeneous group of products (serial production).

    In the first case, it has limited validity and is linked to the shipment of a single lot of products (which in any case can also take place in several stages) but always under contract with the client located in the territory of the Eurasian community.

    In the second case the duration can be valid from one to up to a maximum of five years.

    Gost Standard  represents the european branch of a certification body with offices in Moscow, St. Petersburg, Voronezh,Ekaterinburg, Amaty and european office in Spain, France, Germany and Italy.

    Since its establishment it was clear to all the participants in the table of the constituent commission of the EuraSeC community, that in order to make the new entity effective, it was necessary to proceed at the creation of a free trade common area characterized by mutually recognized access to the rules that allow the free circulation of goods (as well as people) but that, at the same time, ensuring respect for the environment and the protection of public health.

    Differently from the European economic community the process presented itself, at least in my opinion, much simpler and more immediate, essentially due to two factors:

    All adhering countries spoke a common language intended just asa spoken language perfectly intelligible to each other without fears of misunderstandings arising from incorrect interpretations and / or inappropriate translations (The Russian language is perfectly spoken in the most part of the ex USSR country);


    The origin of all the countries of the former communist reality with the awareness and knowledge of the other mentality while respecting their traditions.

    About the adoption of common rules for the free circulation of goods inside the Customs Union community, the economic commission did decide to proceed by creating a harmonized customs tariff and, also, through development of a list of commons technical rules, which led to creation of technical rules common to all the state;

    All member nations had "as a starting point" the old Gost certification so they think to standardize them to more modern technical rules; the new rules infact,  taking a look at the European regulations  integrating them with the necessities and the particularities of the union. In some cases, such as the legislation concerning cosmetics and cosmetic products previously adopted in the Gost K rules of Kazakhstan, it was already a high-level legislation having basically adopted European legislation so it simply had to adapt to the social reality. economic performance of the three countries.

    In a short time the EuraSEc commission has issued technical regulations that progressively replace the various national regulations.

    These technical regulations are called TR-TC, abbreviation of the Russian "Технических Регламентов Таможенного Союза" (Technical Regulations of the Customs Union) also called CU-TR.

    Simultaneously with the entry into force and the issue of new certificates ( EAC Certifications) was forbidden issue the old national certificates (Gost System). For all the company that have obtained Gost certificates before the new regulatory package, it remained valid ( at the level of individual national realities) until 2015 (see the picture)

  • FSA reminds certifications body to submit inspection control data

    On September 9, 2021, on the Federal Accreditation Service’s website was published a note reminding certification bodies of the need to submit information on the results of inspection control of certificates of conformity (issued by the Applicant) to the official Rosakkreditatsia’s register. Information should be recorded by 19 September 2021.

    On 5th October 2021, on the website of European Economic Commission, the general discussion procedure concerning the project decided by the Board regarding some changes on the subject of technology regulation (in regard of previous choices on the subject of technology regulation, taken by the Board itself) has been started.

    On  May 14, 2019, in the first reading, the Russian Parliament “Duma” adopted the draft law “On Amendments to the Federal Law“ On Technical Regulation ”. The document was submitted by the Ministry of Economic and Development of Russian Federation in order to establish a legal mechanisms for recognizing certificates and declarations of conformity as invalid.

  • Safety Justification

    Risk analysis (in Russian Обоснование безопасности - ОБ ) also called Justification of Safety (Jos) it is that document that determines the safety of machines and equipment according to the technical CU-TR regulations of the Eurasec standard.

    The purpose of introducing the so-called ОБ into the documents that must be produced for obtaining conformity is certainly the protection and safety of the environment and of people, ensuring an efficient operation of the equipment as well as an adequate level of safety of the people.

    For example: "according to article 2 of the technical regulation of the Customs Union "TR CU 010/2011 On the safety of machinery and equipment" the manufacturers, suppliers, technicians of the countries in here apply the regulation must develop and (or) have the document "Safety justification for machinery and equipment".

    As it is easy to understand, this is a document expressly required by technical regulations and therefore mandatory

    In the territory of the Customs Union (Eurasec), the Justification Safety is developed and drafted on the basis of the GOST R 54122-2010 standard "Safety of machinery and equipment - Safety analysis requirements".

    The Justification of Safety document must contain the following chapters:

    • Title page containing the name and / or symbol in reference to the equipment;
    • Introduction contains all the general information;
    • The main parameters and characteristics of the equipment;
    • The general principles for ensuring security;
    • Reliability Requirements;
    • Requirements for staff;
    • Risk analysis on the use of the equipment;
    • Safety requirements for starting up the equipment;
    • Features management requirements to ensure safety during operation of the equipment;
    • Environmental management requirements for commissioning, use and disposal of equipment;
    • Collection of requirements and analysis of safety information during commissioning, use and disposal of equipment;
    • Safety requirements for the disposal of the equipment

  • ЕАC compliance with cu-tr on packaged drinking water

    On March 13, 2019, the RF Government Decree No. 225 “On the authorized bodies of the Russian Federation for state control (supervision) over compliance with the technical regulations of the Eurasian Economic Union“ On the safety of packaged drinking water, including natural mineral water ”comes into force.
