What is the Compliance Certification for Russia?
The new certification methodology for attesting the EAC compliance for Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan is based on the new Eurasec TR / CU technical regulations. The conformity and the relational attestation can be issued in the form of Declaration or Certification (the differences will be explained later) to these technical standards and allowing the import, sale and, of course, free circulation of the products within the common customs space of the economic community (Eurasec).
The new operating procedures for iussing documents compiliance, require the presence of an "Applicant".
What is an "Applicant"?
Applicant (in russian Заявитель) is a new legal figure for the Eurasec system of certification but known very well in many countries that adopt the certification system so-called "system certification for third parties" (including Europe itself").
The figure of the Applicant from a legislative point of view is identified as: "legal entity (i.e. company or individual enterprise) that has a permanent organization in one of the countries participating in the EURASEC community".
This figure in the context of the new certification system based on the regulations CU-TR (English acronym of Технические Регламенты Таможенного Союза - Custom Union Technical Regulation) is extremely important and also very, very delicate. In fact, the certification will be co-registered (Manufacturer + Applicant) and will be the Applicant , in case of disputes, responsible for malfunctions or damage caused by the products (at least in the first instance) towards ministerial and state bodies.
The certification of technical compliance with the EURASEC regulations is issued in the form of EAC declaration or in the form of EAC certification and may have validity, as in the case of old Gost certifications, contractual, annual, triennial or five-year (except for some technical regulations which provide for other maximum durations).
EAC, acronym of "Economic Community of the Eurasian States", It's therefore the new Eurasian interstate certification system and replaces the old national certification systems such as GOST-R, GOST-K and GOST-B.
Introduced to protect public health as well as to certify the safety and quality of imported products, providing for procedures, specific tests and the use of certificates and trademarks for free circulation within the Eurasec (EAC Mark).
In conclusion, the most parts of the products destined for the Eurasian market need these documents in order to attest the correspondence between the production and design methodology and the CU-TR Custom Union Technical Regulation.
For each category of goods there are specific rules and test in order to confirm the quality and/or safety detailed for respect the EAC Technical Regulations.
Once the certifications have been obtained, the products can be marked EAC, thus demonstrating their conformity with the requiredEURASECstandards and also in the most CIS countries.
Following the entry into force of the Eurasec technical regulations, many goods that previosuly had been certificate in according with the Gost-R have been certificate in according to the new EAC rule sinceMarch 2015.
The new document must be presented together with the import declaration ( IM4), stamped and signed by the Applicant and it cab be considered one of the most important documents for importing goods into the Eurasec customs union.
The process for obtaining conformity of the product (s) differs, with considerable deviations, in relation to the type of products, intended use and technical regulation of reference.
The declaration or certification can be requested for a single lot or for a homogeneous group of products (serial production).
In the first case, it has limited validity and is linked to the shipment of a single lot of products (which in any case can also take place in several stages) but always under contract with the client located in the territory of the Eurasian community.
In the second case the duration can be valid from one to up to a maximum of five years.
Gost Standard represents the european branch of a certification body with offices in Moscow, St. Petersburg, Voronezh,Ekaterinburg, Amaty and european office in Spain, France, Germany and Italy.
